The National Confederation of Irrigators Associations (NCIA) serves as the highest governing body of Filipino farmers, which represents hundreds of thousands of farmer-members organized into thousands of smaller Irrigators Associations (IAs) nationwide.

 

It provides key services and functions to its members:

Irrigation System Operation

& Maintenance (O&M)

The NCIA and its affiliated IAs manage, operate, and maintain irrigation systems (both national and communal) to ensure timely and efficient water delivery to farms

Capacity Building &
Technical Support

NCIA provides training in modern
farming techniques, such as the System of Rice Intensification (SRI) and organic farming.

Livelihood & Support
Programs

They assist in setting up livelihood
projects and cooperatives to increase
farm income.

They offer group insurance and mutual funds to members, along with assistance in accessing credit.

The NCIA represents the interests of
irrigation farmers, working with policy-making bodies to secure support for agricultural development.

Management Transfer

(IMT)

The NCIA plays a crucial role in the
Irrigation Management Transfer (IMT)
program, gradually taking over the
management of national irrigation
systems from the NIA.
